This is Thomas Carey. He was convicted in San Francisco on violation of the Espionage Act of June 15, 1917. He was charged in a conspiracy to obstruct the recruiting and enlistment service and in conspiracy to make false certificates concerning liability for military service and sentenced on September 9, 1917. 

Others who have been charged under the Espionage Act are Julius and Ethel Rosenberg, Daniel Ellsberg and, most recently, Julian Assange.
